Do you know how to manage a two-stage tendering procedure?
The two-stage tendering procedure or process is when a Client asks for the Technical and Financial bids to be submitted separately, rather than simultaneously.
The Technical Bid is submitted first to allow the client to assess the Bidder’s capability and ability to perform the job. Bidders who score highly on their technical submission are then invited to submit a Financial Proposal.
It is critical to get it right at the technical stage or lose the opportunity to submit your best prices. ESS Health & Social Care Director and Bid Writer, Dr. Idara Umoh, CP APMP shares her tips for getting through the technical stage:
Read the technical requirements in great detail to understand exactly what is required.
Use compliance tables to ensure each requirement has a detailed, targeted response.
Ensure there are no financial or monetary references in your technical bid submission. None at all.
Detail how your equipment/service meets or exceeds the SoW requirements, proposed personnel and schedule for delivery.
It is critical to demonstrate in great detail and convincingly, that you can deliver the project if awarded the contract. Not meeting the evaluation criteria at this point, means you will not be invited to the financial stage.
